Local Leagues T20 and Shield Rules 2011

Umpires fees and ground fees to be paid at time of Toss

Filled Cricket score card to be given to umpire at time of Toss

1. There will be 6 Groups of 4 teams in each Group

2. Each team will play each other once; (see attached sheet for full scedule )

3. 1st Matches will start at 1.pm. Toss at 1245.
2nd Matches will start at 5pm or earlier. Toss at 15 minutes before

4. The Time will be, what the Umpires watch states, No debate on that. Umpires
decision will be final

5 (a). Any team/s that is/are not able to start at 1.00pm will lose one ‘over’for
every 4 minutes lost Same principle applies for the 2nd match.

(b) Eg. 1 minute lost 1 Over lost, 2 minutes lost 1 Over lost, 3 Minutes lost 1 Over
lost, 4 minutes lost 1 Over lost. 5 Minutes lost 2 Overs lost and so forth

6. A game can only start with a minimum of 8 players

7.(a) A game must have started at 1.20. (not ready to start) If a team does not
have 8 Players at 1.20 for the first game then they will lose the match.

(b)For the second match that day if 8 players or not present at 1645 that team will
lose the Toss and if game has not started by 5.20, then they will lose the match

8. You must inform the opposing Captain and the Umpire of any players who will
be arriving late. The cards of Players coming late HAVE to be given to the
Umpire. This must be done at the scheduled time of the toss of the coin of each
match

9. A team will lose the right to the toss if they do not have a minimum of 8 players
on the field. (not, in cars or the changing Rooms)

10. Once the players are named (cards checked), no other player/s will be able to replace them. All ID cards have to be checked for all players playing in matches. If teams do not check the cards and it transpires that there was an unregistered player playing. Both teams will lose the points earned in the match, also both teams will be Deducted 20 Points and FINED.

11. No player will be allowed to play without an ID card. No Exceptions. Only registered players for the team can be substitutes. Cards must be given to umpire for Inspection at time of Toss. Players lined up for ID check
12 (a). Players turning up late will not be able to play if they arrive after 1.39pm (first game) or 39 minutes after the second games start

(b) Time will be whatever the umpires watch states.

13.(a) If a player/s is/ are late then they cannot bowl or bat until they have been at the ground for the amount of time they were late. The time will only start from the time they have informed the opposing Captain and the Umpire. If the Umpire and opposing Captain have not been informed the player/s cannot play. Umpires will enforce this.

(b) No Excuses will be accepted.

( c) Fielding can commence immediately upon informing the Opposing Captain and the Umpire;

(d) If a player arrives late he cannot Bat or Bowl until his penalty has expired..

That means that if a team has lost 9 wickets and the late Batsman cannot bat for another 3 or more minutes then the Innings will be closed

14.(a) Substitutes are only allowed to field if an injury to a player in that match. No substitute will be allowed if a player is already carrying an injury; Substitutes must be registered players, and the registration card must be presented for them to take part. Substitutes cannot bat, bowl keep wicket.

(b) 10 Overs will constitute a game, Team batting second will face a minimum of 10 Overs for the game to be valid. (unless they have scored the required runs. Net run rate will be used to for incomplete game after 10 Overs.

(c) eg. If second team is batting and the game is abandoned on 14 Overs because of weather conditions or whatever other reason then the net run rate will apply. Please forward the scores to the league and the league will work out the result.

(d)Team batting first scores 100 runs in 20 overs, net run rate will be 5. Team batting second to win should be 50 or more on the completion of the 10th over and so forth. If they come off on 12 overs then they need to be on 60 or above. The same applies to the fielding side they need to keep the batters below 5 an over to win. Please note in the example above a team may be on 52 runs in 9.5 Overs and the game is halted and cannot continue, the result will be a draw, because 10 Overs have not been completed.

15. 20 overs per side, unless a side is bowled out earlier;(No declarations) Any team declaring at any stage of their Innings will lose their match

16. Maximum 4 overs per bowler;
17. 20 Points will awarded for a win (Outright win, same scores but losing fewer wickets, one team not able to play)

18. 10 points will be awarded for a draw (Bad Weather conditions.)

19. 15 points will be awarded for a tie (a tie is when both teams have scored the same amount of runs, lost the same amount of wickets at end of game)

20. If at the end of group stage two teams are level on points then, then head to head results will determine the winner, i.e. the result of the match when they played each other.

21. If still the result is level then the NET RUN at the completion of the group stage will be the deciding factor

22. If still level then there will be a bowl out (3 bowlers from each team bowling 1 ball each), whoever wins this will be the winners;

23. If still level then sudden death rules will be applied (1 ball each until 1 team misses);

24. If at the end of the group stage more than 2 teams finish level on points,

25. The Net run rate at the completion of the group stage, will be the deciding factor. If still 2 teams are level then rule 20 will apply

26. If still level then there will be a bowl out between the remaining teams that have the same Net Run Rate (3 bowlers from each team bowling 1 ball each), whoever wins this will be the winners.

27. If still level then sudden death rules will be applied (1 ball each until 1 team misses);

28 (a).It is the responsibility of each team to provide a scorer. If there is no scorer from one team then that team will accept the other team’s scoring. Where an agreement cannot be reached, the Umpire will check the scorebook and the bowling figures. What he decides will be the final score;

(b)In the case of a 10 Over game, 5 Overs will constitute a game, net run rate will be the factor for determining the result. I.e. Team batting first scores 100 runs in 10 overs, net run rate will be 10. Team batting second to win should be 50 or over on the completion of the 5th over and so forth. If they come off on 6 overs then they need to be on 60 or above. The same applies to the fielding side they need to keep the batters below 10 an over to win. Please note in the example above a team may be on 52 runs in 4.5 Overs and the game is halted and cannot continue, the result will be a draw, because 5 Overs have not been completed.

30. New ball will be used for the start of each innings. This is the fielding sides responsibility;

31. The league will be eleven a side with the minimum number of players allowed to play being 8; 4 Players inside circle at all times. (excluding Bowler and Wicket Keeper)

32. Any team who does not abide by these rules will be expelled for the tournament and fined £200;

33. If a team cannot fulfil their fixture or fixtures for whatever reason, they will pay for the cost of the match (pitch fees and Umpires fees for both teams);

34. Substitute fielders will only be allowed if a player injures themselves during that game.

35. All legside deliveries will be wides;

36. For a No Ball, (over stepping the front line) It will be a free hit The only way you can be out is run out.

37. All results must be phoned in straight after each match by both teams on 07737069240

38. The Semi Finals and Final for the T20 Competition will be at Edgbaston, Warwickshire County Cricket Ground on the 04 September 2011.

First Semi Final will start at 10am, 2nd Semi Final will start at 1pm and Final will start at about 4.15

If for bad weather then the Local Leagues Committee will decide. That decision will be final.

THE UMPIRES DECISION WILL BE FINAL. Any player/s abusing an umpire will be banned and fined. If an umpire reports a player or players they will be banned. NO MATTER WHAT THE CIRCUMSTANCES.

Please note that if a rule is missing or something is not covered then inform Mr Malik, If something occurs that is not covered by the above rules then the decision will be made by the Local Leagues Committee and that decision will be final. Local leagues Committee’s decision will be final at all times.


CUT OFF TIME FOR MATCHES IS AS FOLLOWS
Ist Game if game does not start before or at 2.20pm then it will be deemed a DRAW.
2nd Game if game does not start before or at 6.20pm then it will be deemed a DRAW.
Remember 4 minutes lost is 1 Over lost.

For games to start at 2.20 and 6.20 you will be able to play 10 Overs each. If game has not started at these times or is interrupted after start then it is a DRAW.

The above rules principle will apply.
Ie if game is 18 overs then 9 overs will constitute a game, If game is 12 overs then 6 overs will constitute a game etc.

For Bowling, at start of reduced game overs have to be divided by 5, that will give you the maximum a bowler can bowl in that game.

New Rules agreed at the meeting to be incorporated with the existing Rules

New Balls will be used at start of each innings for all games.

All games in the Local Leagues Sunday Cricket League (T20, City Claims Trophy 30 Overs and the 40 Overs) will have a 30 yard circle. 4 players excluding the Bowler and the Wicket Keeper will be in the circle at all times during the match, otherwise it will be a No Ball.

There will be a break of 20 Minutes after completion of first innings.

Umpires decision is final at all times. Any team/s misleading the umpire will be fined, 20 points deducted, and game awarded to opposition and any points accrued in that game will be void.

Any abuse of any kind whether at the Umpire or opposition team will be penalised. The Penalty/s will be at the discretion of Local Leagues Committee.

Toss for all games will be 15 minutes before the start time (T20, City Claims Trophy 30 Overs and the 40 Overs)

Last date to register players is 15th June 2011. No player will be registered after this date, no matter what the circumstance.

The ID cards for the players playing in the match, and a Match score card filled with their names (as registered on the ID card) will be given to the umpire before the toss. The umpire will fill in the score cards after each innings and return the ID cards.
This must be done, any team not adhering to this rule will be fined £50, and have10 points deducted from their total points.

3-League games (40 overs) must be played to be able to play in T20
2-Top Teams of each Division promoted.
2-Bottom teams of each Division Relegated

Penalties may consist the following, a Fine, deduction of Points, Suspension of team/s or player/s, the team/s or player/s could be banned for season or indefinitely. This list is not exhaustive

Local leagues committee reserve the right to reject any new proposed rules that in their view do not bring benefit or improve the running of the League. Rules will be shared with everyone at the AGM.

Local Leagues reserves the right to refuse player registrations / renewals without explanation.

Local Leagues reserves the right to refuse player registrations / renewals to any individuals / teams, deemed to have brought the league into disrepute either on or off the field. Local Leagues decision is final.

Runs 1 to 99 = 0 Points, 100 to 134 = 1 Point, 135 to 169 =2 Points, 170 to 204 = 3 Points, 205 to 239 = 4 Points, 240 and above = 5 Points

1 Wicket = 0 Point, 2 or 3 Wickets = 1 Point, 4 or 5 Wickets = 2 Points,

Rules & Regulations –

The Sunday 20/20 Cricket Competition

1. There will be 4 groups of 4 teams in each Group

2. Each team will play each other once; Top 2 teams of each group will play in Quarter Finals. (see attached sheet 5)

3. All matches will start at 1.00pm (1st game) and 4.45pm or earlier if possible (2nd game)

4. The Time will be, what the Umpires watch states, No debate on that. Umpires decision will be final

5. Any team/s that is/are not able to start at 1.00pm will lose one ‘over’ every 4 minutes. Same principle applies for the 2nd match

6. A game can only start with a minimum of 8 players

7. If a team does not have 8 Players at 1.20 for the first game then that team will lose the match. For the second match that day if 8 players or not there 35 minutes after the scheduled time of the toss, then that team will lose the match

8. You must inform the opposing Captain and The Umpire of any players who will be arriving late. The cards of Players coming late will be given to the Umpire. This must be done at the scheduled time of the toss of the coin of each match

9. A team will lose the right to the toss if they do not have a minimum of 8 players on the field. (Not, in cars or the changing Rooms)

10. Once the players are named (cards checked), no other player/s will be able to replace them. All ID cards have to be checked for all players playing in matches. If teams do not check the cards and it transpires that there was an unregistered player playing. the result will stand as the onus is on teams to check cards at the time of the toss.

11. No player will be allowed to play without an ID card. No Exceptions.

12. Players turning up late will not be able to play if they arrive after 1.35pm (first game) or 35 minutes after the second games scheduled start time.

13. If a player/s is/ are late by (eg) 30 minutes then they cannot bowl or bat until they have been at the ground for that amount of time. The time will only start from the time they have informed the opposing Captain and the Umpire. Excuses will not be accepted. Fielding can commence immediately upon informing the Opposing Captain and the Umpire;

Important point to note is that if a player arrives late he cannot Bat or Bowl UNTIL HIS PENALTY TIME HAS EXPIRED. That means if his team are 9 wickets down and there is still time left for his penalty then the innings will be deemed to have ended.

14. Substitutes are only allowed to field if an injury to a player in that match. No substitute will be allowed if a player is already carrying an injury; Substitutes must be registered with the team and the registration card must be presented for them to take part. Substitutes cannot bat or bowl.

15. 20 overs per side, unless a side is bowled out earlier;

16. Maximum 4 overs per bowler;

17. 20 Points will awarded for a win (Outright win, same scores but losing fewer wickets, one team not able to play)

18. 10 points will be awarded for a draw (Bad Weather conditions.)

19. 15 points will be awarded for a tie (a tie is when both teams have scored the same amount of runs, lost the same amount of wickets at end of game).

20. If at the end of group stage two teams are level on points then, then head to head results will determine the winner, i.e. the result of the match when they played each other;

21. If still the result is level then the NET RUN at the completion of the group stage will be the deciding factor

22. If still level then there will be a bowl out (3 bowlers from each team bowling 1 ball each), whoever wins this will be the winners;

23. If still level then sudden death rules will be applied (1 ball each until 1 team misses);

24. If at the end of the group stage more than 2 teams finish level on points,

25. The NET RUN at the completion of the group stage, will be the deciding factor

26. If still level then there will be a bowl out between the teams that have the same Net Run Rate (3 bowlers from each team bowling 1 ball each), whoever wins this will be the winners.

27. If still level then sudden death rules will be applied (1 ball each until 1 team misses);

28. It is the responsibility of each team to provide a scorer. If there is no scorer from one team then that team will accept the other team’s scoring. Where an agreement cannot be reached, the Umpire will check the scorebook and the bowling figures. What he decides will be the final score;

29. In extreme cases and if safe, a 10 over game can be played, only after confirming with Zhor Malik. If game is not completed it will be deemed a draw);If a 10 Over game is played without confirmation of Mr Malik, the result will be a draw.

In the case of a 10 Over game, 5 Overs will constitute a game, net run rate will be the factor for determining the result. I.e. Team batting first scores 100 runs in 10 overs, net run rate will be 10. Team batting second to win should be 50 or over on the completion of the 5th over and so forth. In short what ever overs they face on the completion of the 5th they need to be 10 runs or over, per Over to win the match. The same applies to the fielding side they need to keep the batters below 10 an over to win.
Please note in the example above a team may be on 52 runs in 4.5 Overs and the game is halted and cannot continue, the result will be a draw, because 5 Overs have not been completed.

30. New ball will be used for the start of each innings. This is the fielding sides responsibility;

31. The league will be eleven a side with the minimum number of players allowed to play being 8;

32. Any team who does not abide by these rules will be expelled for the tournament and fined £200;

33. If a team cannot fulfil their fixture or fixtures for whatever reason, they will pay for the cost of the match (pitch fees and Umpires fees for both teams);

34. All legside deliveries will be wides;

35. For a No Ball, (over stepping the front line) It will be a free hit The only way you can be out is run out.

36. There will be a restriction of 4 fielders (excluding Bowler and Wicket Keeper) in the 30 yard circle at all times of the match, a NO BALL will be called if non compliance.

37. All results must be phoned in straight after the 1st Match (before commencement of 2nd Match that day) and at end of 2nd Match by both teams on 07737069240

38. The Semi Finals and Final will be at Edgbaston, Warwickshire County Cricket Ground on the 22nd August 2010.

First Semi Final will start at 10am, on 22nd August. If for bad weather then
The Committee will make the decision. The games could be played on the same day at a different venue, or Play the following Sunday. Teams will be notified of this. The committee decision will be final.

Please note that the Umpires decision Will be final. Any team/ Player abusing an umpire WILL be Banned and fined. The Committee will decide on what action to take. That decision will be final.

The same applies to abusing the opposing team or their players.
This rule will be enforced rigidly.

CUT OFF TIME FOR MATCHES FOR BAD WEATHER IS AS FOLLOWS
Ist Game if game does not start before or at 2.30 then it will be deemed a DRAW
2nd Game if game does not start before or at 6.15pm then it will be deemed a DRAW
Please remember if the Umpire deems the ground to be unfit and in his opinion will not be fit by the cut off time. Then he can call the game off

Remember 4 minutes lost is 1 Over lost.

Please note if there is a Rule missing, or something is not covered then inform Mr Malik. If some thing falls into this category then the decision will be made by the committee, and that will be final.

Winning start to the Cricket season Local Leagues under 19
Zhor Malik - Local Leagues under 19 coach - This was a marvellous display of team work, which for me puts into place everything we have trained for. Indoor cricket is all about tactics and using a range of skills and abilities to out-play your opponents’.
The Indoor leagues had 2 Groups contesting this year’s fixtures. One group was based at Handsworth and the other at Saltley
Top 2 teams of each group went into the Semi Finals held at Edgbaston Indoor centre on Monday 12th April at 6pm Local Leagues and L R G contested the Final, Local Leagues lost the toss and were put into bat. They put on an excellent performance scoring 102 runs in 10 Over’s. Asim was named man of the match for his excellent batting performance in partnership with Behram totalling over 50 runs, Shozair and Akeel put in an awesome display of fast bowling, supported by other team members Lal, Moosa ended the evening in jubilant mood.

This is just another example that proves youngsters in the inner city areas have lots of raw talent and energy that needs to directed towards constructive objectives to develop young people into their future careers and broaden their horizons.

Over a hundred enthusiastic cricket fans packed the Warwickshire indoor Cricket centre last night to cheer on the 4 teams from across inner city Birmingham taking part in the semi-finals and Finals. The outstanding talent and energy displayed by all teams was impressive, demonstrating much of the raw cricket talent across Birmingham.
After gruelling two and half hours of non-stop action packed indoor cricket, Local Leagues U19’s won the final against LRG by 40 runs taking home the Bill Lloyd Memorial 2010 trophy

The Local Leagues cricket season is due to commence April 11, with the normal curtain raiser The City Claims Trophy ( 30 Over Competition)

This year we have 16 teams, so the format will be 4 Groups, each Group consisting of 4 teams. The top team of each group will play in the Semi Finals.

Winners of Group A will play Winners of Grouip C
Winners of Group B will play Winners of Group D

The Winners out of these matches will play in the Final.

Due to the 20/20 Finals at Edgbaston on the 22nd August, we have had to split the City Claims Trophy fixtures, the group phazes will be completed on the 25 april, with the Semi finals and the final at the end of the season in August.

The 40 Over Local Leagues Cricket league will commence on the 2nd May and end on 1st August. This year there are 8 Teams in each of the 2 Divisions.

The 20/20 Competition starts on the 8th August. There will be 4 Groups each Group consisting of 4 teams. The format will be similar to the City Claims Trophy.
